I'm no civil engineer but the quickest way I can imagine a clean-up would be to dynamite and pulverize the ruins (and the bodies), pack them down and heap mountains of sand and earth over top. Creating a string of tels; a modern version of the ancient city state ruins scattered across the Middle East, as tribes, and warlords, battled with rival city/states, looting, burning, enslaving those they did not kill. How many millennia? Nothing has changed, except the weaponry.
