Did the city also end up employing people struggling to find work specifically for this job? Or was it ultimately done by current employees? Union rules, etc?

South of Buffalo is about as far from NYC as we could get and still be in New York but our need for road repair is desperate. We have snow/ice from the 2nd half of October through the 2nd week of May and that means potholes you can lose a golf cart in. Hint hint… There is NO public transportation in my town. No buses, no cabs, no “ride for rent”. Nothing. It might as well be 1860.
Could he bleed over into Upstate NY? It’s a travesty over here. Not to mention the ignorance runs deep. I thought once I left the South that all that would be left behind. I was wrong.
